Add powdered sugar, brown sugar, and salt. Mix on low to start, then increase speed and beat until smooth and light.
Fold in most of the mini chocolate chips, reserving a small handful for garnish.
Transfer to a serving bowl, sprinkle with reserved chips, and chill for 20 minutes if you prefer a firmer dip. Serve with pretzels, graham crackers, vanilla wafers, or apple slices.
Notes
For a thicker dip, add an extra 0.25 cup powdered sugar. For a sweeter dip, increase brown sugar to 0.75 cup. Store covered in the refrigerator for up to 4 days; let sit at room temperature for 10 minutes and stir before serving. To make it gluten-free, use certified gluten-free dippers.
